On July 1 2003, changes to Part E of the building regulations came into force, making it necessary for all newly built/converted residential dwellings and schools to meet strict performance specifications for sound insulation.
The regulations, enforced by the local building control authority, require contractors to have independent testing undertaken by an approved and competent specialist in sound insulation.
